Pretty sure that's just the mo cap guy who is different than the guy in GOTG 1, but as Groot is going to be Teen Groot in IW and Teen Groot was done by Gunn it's no surprise they would want an actual mo-cap guy for actual scenes.
Also even if it were true who cares? does Vin Diesel actually bring anything to the character? Any fucker can say I Am Groot 100 different ways and cost a fraction of the price.
