The Heimdal has the Soul Stone theory has to be dead now right? Surely he didn't sit around never using the gem never while Ragnarok happened right? I think it would be weird to find out now that he had it the whole time. Do we agree he doesn't have it?
I still think Hela might. I know we didn't see it either, but that's not to say she wasn't using it. Or it might simply be that if she's died she finds it and that's how she comes back. I'm not really sure honestly, but I think a connection to her is still possible.
I don't think there's any reason for it to be in Black Panther. I know it's possible there are ties to the afterlife there, but that movie is a political thriller, and I just don't know why it would need an Infinity Stone to advance that type of plot. But maybe. There's also a slightly weird issue where that would put three gems being discovered on Earth and I'm voting that to be unlikely.
Then there is the Captain Marvel movie. That appears to be dealing with the Kree Skrull war though and I'm just not sure what that would have to do with souls. Perhaps the Kree Supreme intelligence is the soul stone? I guess that would work but that's a complete shot in the dark. I have no basis for claiming that is true.
I just don't believe it's the eternal flame in Asgard. I doubt it will be in Ant Man, although I suppose it could be in the microverse.
But the one place I've always thought it would show up, is Infinity War. I know a lot of people thought all the stones would be introduced before then, but I've always thought the last one would be found in the actual Infinity War movie. Where? I have no idea, but I'll go ahead and say we will have to wait until then to find it.

It looks like the Heimdall theory is dead, but I'm confidently sure the Soul Stone is in Black Panther. I re-read an Entertainment Weekly article about the characters of Black Panther, and there's a shaman character named Zuri, who is stated to be "the keeper of the Heart-Shaped Herb, a plant that grows only in Wakanda and absorbs the Vibranium-rich minerals. When consumed, it gives the new leader superhuman strength." It sounds like an Infinity Stone is powering the plant. While Black Panther is a political thriller, the filmmakers probably want to add more lore into the advanced civilization of Wakanda, which will tie into its spiritual roots. As they say, world-building.
Also, there is a shot of Black Panther and the Wakandans preparing to defend Wakanda in the Infinity War Comic-Con trailer. It only makes sense if Thanos and/or his children are going to try to attack Wakanda for the Soul Stone. Lastly, it completes the THANOS anagram.

Alright so I have two thoughts on this.
1 - I'm buying your explanation, and I like the H is for Herb thing, so I'm cool with it, buuuuuuut 2 - The universe is massive, and I mean really really really massive. 3 stones were on Earth? I have to be honest, I'm having a little trouble with that. How did a planet with very little contact with the rest of the cosmos wind up with 3 stones. Who brought them here? I want to know. There has to be an answer to that. I mean if a place like Asgard or Xandar had three, it would make more sense because those world's had people regularly going out to explore the universe. But how did a place like Earth get them? I'm desperately curious. It immediately makes me think somebody like the High Evolutionary had to be involved and maybe a character like that is converted into an Elder of the Universe, which actually would make a lot of sense.

Sure, but there has to be a story about how each stone made it to where we found them in the first place. Now if they were randomly spread out, I wouldn't really care too much about what those stories were, but the fact that 3 made it to Earth, has to be a good story. I mean somebody had to have brought them on purpose right?
