Sorry but that is lame. A being that morphs into an unintelligent beast suddenly develops intelligence. Hulk could always speak, just not speak a LOT. Then what is it? He SAYS he was the son of a stonemason, which sounds low class. That, combined with his accent and how everyone treated him tells us all we need to know. And his presence gave Hela someone to talk to, which in most other movies would just be some random mook instead of an actual character.

Banner has a lot of really deep subtext to his current state
By that I take it you mean the previous movies. I will grant that he has been devolved in those movies, but his current jester attitude doesn't reflect the history. Hulk's newfound intelligence comes out of nowhere, and Thor doesn't bat an eyelid that he can now converse with him and that Hulk has developed the intelligence to have a sarcastic streak. Valkerie was sufficiently set up
If you think a 30 second flashback is sufficient set up then I have to disagree. I felt no empathy for her losses and she wasn't a character I was involved enough with to care about at any stage of the film. The less said about the character development of Skurge, the better. I'm still trying to fathom what it was exactly he brought to the film. His newfound intelligence doesn't come out of nowhere, that's the subtext I was talking about. He's been there for two years, and this is the result of having spent that long as the Hulk. His current jester attitude likewise is the result of banner having basically been asleep the entire time. Imagine yourself as completely refreshed and energized as you could be after a two year sleep. But more importantly, the major point was that Banner is scared of basically dying within the Hulk, or being completely absorbed by him. That's a massive change in the relationship. Does Thor not making a big deal out of talking to him really matter? Hulk did speak before afterall.
I honestly don't know why we really needed any more about Valkarie in this film. Would I enjoy spending more time getting to know her in later films? Yes. But that doesn't take away from the way she's presented here. Again, Guardians 2 did far more to establish Gamora and Nebula but that doesn't take away from Guardians 1, so I don't know why you think this is any sort of a problem. The same with Skurge. It's not a deep character study and doesn't need to be, so why are you trying to make it one?
