Some superheroes, regardless of their publishers, have a weak rogues gallery. I can think of five seriously strong villains that genuinely rival their heroic counterparts in depth and complexity - maybe six.
For example, the Mandarin is a weak villain. If Iron man fans are truthful, they'd admit that the Mandarin has only had one or two stories of note in his entire 53-year run. Most writers try to avoid using him in stories because of his roots as a racist, Asian stereotype.
Even the most creative writers can't make something from nothing. And number 81 on the IGN all-time greatest villains list is probably nothing. A great villain, in any genre, is hard to find.

Forbes had a similarly themed article only they concluded that there isn't really a villain problem for either DC or Marvel. They opined that most of their villains, while not memorable, are for the most part serviceable. It then compared the recent ones to comic book baddies from the 1990s and 2000s who typically had more dialogue and screen time because superhero films just didn't have the fx budget they do now. So they gave ample time to both hero and foe just talking to each other or amongst themselves. One recent example I think fulfilled that role splendidly as in Spider-Man: Homecoming. Thanks to the stunt casting of Michael Keaton and him having enough screen time, the Vulture was admittedly a breath of fresh air and I'm indifferent to that character. It had the right dose of menace and humor like Doc Ock or Green Goblin from the earlier Raimi films. Plus he had enough interactions with his lackeys you got the group dynamics. As for weak rogues galleries, I think the biggest culprits for DC's main roster are Aqua-man and Wonder Woman, even with the Greek Gods made available for her. Since they're apparently deceased in the DCEU continuity, it stinks but if they want to branch out, I'd try using DC foes like Felix Faust, Kobra, Maxwell Lord, Queen Bee, Amazo, or Vandal Savage. My guess is that for Wonder Woman 2 they'll use Cheetah, Doctor Cyber, or the Children of Ares. As for Aquaman (2018), it looks like they're using all the key villains and seeing what sticks.
