No, they're making a separate Nightwing movie directed by Chris McKay. Or at least planning on it. Justice League's box office performance probably put that on hold.

Titans is slated to premiere in 2018 as part of the inaugural slate of a new DC-branded direct-to-consumer digital service.
In other words, like Star Trek Discovery, I wont be seeing it until it comes out on dvd. There's too many direct-to-consumer digital services that each only offer one show I want to watch. No one can pay for ALL of that! WTF? Oh well...
