I actually had this discussion with the friend I saw the movie with, and he had been asking me how Ben lost it and Maz got it, and I had the "it was gonna be a graduation gift" idea pop out of my mouth, to explain it. Then he added, figuring that Luke probably had to build lightsabers for all the kids and he would possibly have built practice ones that stunned then full strength ones, and that he wouldn't want Ben practicing with a family heirloom, in case one of the other kids hit the hilt by accident.

We'll see if it's ever addressed. But that flashback would work with "That lightsaber, it belongs to me." in TFA really nicely!

I would, now that I've had time to think about it (I had to sit in traffic today, in a dead zone for the radio), love to find out the lightsaber had been intended to be a gift to Ben when he was done. It would show him Leia and Han had faith in him, accepted him, and were proud of him. It would show Luke trusted him and wasn't jealous/angry/fearful/etc.
But also, from Leia and Luke's perspectives outside of Ben's struggle between the pull of the light and that of the dark- Luke had nothing of his father but that lightsaber and his last name. He has nothing of the aunt and uncle who raised him but memories and some headstones on a desert planet. Leia had nothing of her birth father and only a vague impression of their mother. Her homeworld blew up right in front of her so only the clothes on her back were her tokens of home. For them to give Ben the lightsaber that had been their father's/his grandfather's, would be a big deal to them. Aside from the intangibles of Name, the Force, and Legacy- this is all they have to pass on to him.
