How about none of the above? The last Hunger Games did well enough navigating around Philip Seymour Hoffman's death. His character shares a similar role to Leia's as a leader of a Resistance. I don't know how big his part was originally supposed to be, but they just had him out of action and had other characters speak for him. We see him once or twice, which I assume was unused footage from previous films. Why not something like that? No CGI, no recasting, and God help us, no killing off between movies (this is Princess f***ing Leia!). And have her look at the camera vaguely?

My preference is an opening crawl that explains Leia's death followed by a funeral scene. That said, if they end up doing something stupid or disrespectful, I'll be like, "...Yeah." I'm thinking a time lapse of several years, with open war between the (now rebels ans it's allies) and an opening crwal like you said: The beloved princess Leia is no more. The First order dominates the galaxy only opposed by a band of rebels led by the hot-shot pilot Poe Dameron and the former Stormtrooper Finn that seek guidance of former Rebel General Lando Calrissian. Amidst the raging war there have been scarce sightings of the New supreme Leader Kylo Ren, amongst his apprentices, the knights of REN that terrorize the Galaxy seeking newly discovered force users. The Legend of a new savior, akin to the fabled Luke Skywalker, rise, but, like it's predecessor, the whereabouts of this Last Jedi remain unknown. It then cuts to a battle to save younglings from the knights of REN, After that it cuts to Lando in Leias grave. Rey has been teaching herself in the ways of the force with the books and Luke force ghost while giving shelter to younglings that are force sensitive. A Mini Jedi Academy. Meanwhile Kylo Ren is doing the same with his force younglings. They keep in touch discussing the ways of the force, while teaching their respective younglings. Yeah, I would like to finally see the Knights of Ren in IX. I hope just they get more development than those red guards in the throne room. What's Lando doing in Leia's grave? You're introducing younglings in the 3rd film of the trilogy? Why? What purpose will they serve to the story?

Opening crawl:
The battle between the First Order and the Rebellion (or Resistance- depending which way Disney goes) continues on. Supreme Leader Kylo Ren has been quietly searching the galaxy for Force-sensitives willing to join him, killing those who resist. Meanwhile, Commander Hux concentrates the army on rooting out supporters of the Rebellion, while plotting to become the new Supreme Leader.
The Rebellion, still recovering from two years ago, has been dealt another. General Leia has passed away, due to complications of her injuries from two years ago. In her place, Commander Poe Dameron and _insert 2nd character_/Lando have continued to lead the Rebellion, as the only resistance against the cruel First Order's regime.
The young Jedi Rey, has been studying the Jedi Tomes, learning the ways of the old Jedi. She has learned to block off her mind from Kylo Ren and seeks to understand how she might use it to their advantage against the First Order. She now travels with the loyal droid R2-D2 and Co-pilot Chewbacca, across the galaxy on errands for the Rebellion. Their latest errand is of vital importance and could change the tide of the war....

Lando is one of only two characters who could feasibly eulogize Leia. If he is assumed to still be part of the Alliance, he was a General in ROTJ, he could easily be Admiral Calrissian. Gives him high enough rank militarily, but also is a character with enough history with Leia. The worst thing they could do would be to have Poe, Rey or some random new character do it. Though I suppose a moment with Billie Lourd would be nice...her laying a rose on the casket or something.

The film has to open with the tribute, there's no real way around it. Every other option either drags it out or trivializes it. I'm still pulling for Chewbacca to eulogize her. (I am not joking.)

Rey's journey at this point is finding her own way and figuring out how to deal with Kylo Ren, not raising up the next generation of Jedi. Plus, when the training occurs, the story is typically told from the perspective of the student, not the teacher. This is still Rey's story. That said, I agree with you that waiting 16 years from ROTS in 1983 to ANH in 1999 would've been weird. We all know that the Prequels were meant to be the backstory of the OT despite being a trilogy, so it works out fine the way it was handled.
