All of them. If DC want more female villains then write some new female villains.

None of them should be gender swapped.

Well, there actually WAS a female Clayface. So they could bring up that version of her.

A female Riddler. The character does apparently exist in the DCEU. Perhaps an appearance by Enigma, his daughter?

None of them. Batman already has some decent villains both male and female, so no need to gender swap. Though the idea of a female Penguin does sound intriguing, if for no other reason than you seldom see an ugly, deformed female villain.

Mash up Harley Quinn and Two-Face with Harley Dent.
Don't really mean actual mash up, but using her name cause it's close to Harvey.

I mean, while I think he's already got some pretty fantastic female baddies, I wouldn't mind seeing a female Scarecrow or a female Mr.Freeze, although I also think it would be interesting to see some of the male siblings/etc. of Talia along with Talia, in a future movie. And please, an accurate depiction of her. One of the best things about DARK KNIGHT RISES (and I say this as someone who didn't particularly care for the movie, in general) was how well they wrote Selina/Catwoman and what a fantastic job Hathaway did playing it, especially in the scene with Levitt's character ("A girl's gotta eat") and her intro ("No one said it was uncrackable"), but yet they did such an abysmal job with Talia.

Two-Face, because it was already done in the Earth One comics and I thought it was a clever twist.

None of them. This is one of the main problems with Hollywood and one of the reasons why comic books are better at handling female characters now than movies. There are already a lot of good female villains in the Bat Universe like Knightfall, Lady Shiva, Nocturna, Poison Ivy, Lynx, Talia al Ghul, Roxy Rocket, The Absence, Madame Zodiac, Vox, Jane Doe and Bruno that I would rather see on screen than female versions of existing villains.
