I think he could be. He's certainly near the top imo.

It's too bad he's dead because I think a spin-off starring him plus maybe Sergeant Rock would have been cool. Or battling Enemy Ace perhaps.

For me, Agent Peggy Carter (played by Hayley Atwell) is the best 'love interest' out of any superhero movie (though I'd say she's much more than merely a 'love interest'). She's not the traditional ‘damsel in distress’ in need of rescuing. She handles herself exceptionally well, being handy with a gun, and gives Rogers a run for his money when it comes to never backing down. I think Hayley Atwell much more than it ever could’ve been in played by a lesser actress. Oftentimes she conveys a lot just simply with the looks that she gives/her reactions to others. That's not to say she doesn't get some good lines – as she gets plenty (some in the movies, but most in her own show – speaking of, not many superhero movie love interests’ would earn enough respect to get a series of their own, and I think it’s a testament to both the character and Hayley’s portrayal that Peggy Carter got her own even…even if it was sadly cut short/unfairly treated). Her and Evans play off each other better than any other ‘romantic pairing’, I think. They are a perfect match, and it's a shame that Peggy and Steve could never regain the romance between them that was cruelly cut short in the first film. Even in old age makeup ( Ant-Man) and really old age makeup (aided by CGI), Hayley still managed to be awesome as Peggy - so it's not just about her 'looks'. She's just a well-written, three-dimensional character - with both strengths and flaws - played to perfection by Hayley Atwell, and I haven't yet seen another 'love interest' character that equals her. Others will disagree, I'm sure. This^ is just my own personal opinion. I did like Steve Trevor too, though, and agree that he was 'one of the better ones'.

Yes definitely, maybe together with the Watchmen couple rekindling their passion and inner vocation. Steve Trevor is one of the very few well written CMB love interests because he feels like a real person, and he was taking significant influence on the lead's character development and was not just comic relieve/damsel in distress.
As an aside, I cannot follow Agent Carter being a good character, people seem to confuse the attractive actress and/or the show (which I have not seen) with the movie character. In the movie she inter alia infamously shot at the lead out of jealousy (!) and I do not remember much relevance she had for the character development except being the love interest.
The much maligned Jane in Thor 1 - following a similar love lost formula - was a better written and more relevant character than that.

This. Andrea from Mask of the Phantasm and Margot Kidder's Lois Lane are also up there, along with Steve.

If we discount characters who are fellow superheroes, villains, or someplace in between (a la Catwoman) then I'd have to say Steve T. Peggy C., Alicia Masters (played by Kerry Washington), and Laura Barton (spouses so rarely get to be good love interests). If we include villains/etc., then Selina Kyla (I prefer E.Kitt & A.Hathaway) the Catwoman.
[Can we just give an honourable mention to Daniel Sousa of the SSR, for being a fantastic love-interest for the almost-superhero Peggy Carter?]
