Either Hawkgirl or Black Canary. The latter seems more likely since it requires less set-up and let's face it, Black Canary's sex appeal would draw a sizable crowd.

The Black Canary will most likely debut in the 'Batgirl' movie to set up 'Birds of Prey' and DC have yet to have the second biggest selling female superhero of all time in the DCEU. Hopefully this time they will get it right and not mess her up like the TV show and the recent comic book series that was based on the TV show has been doing by humanising the character and making her into a female version of Clark Kent. That is what killed the character in the 80s and lead to the creation of Linda Danvers who become the longest running series of 'Supergirl' of all time. Supergirl should be more Kryptonian, aggressive and bad ass and shouldn't hold back her powers.
