I can't see people complaining about someone talking too little(at least nothing major), it's those that talk too much tend to be the problem.
like some people can just babble on-and-on which can get quite annoying at times where as talking too little would definitely be better than talking too much. talking too little is simply the safer choice of the two.
but just speaking for myself... I am sure I would definitely be amongst the too little crowd with people in general as I don't usually say much, especially to people I don't know well. but occasionally, depending on the topic, I can say a bit more than I usually would.
p.s. one thing I noticed is that I do tend to talk a bit more once I get a little alcohol in me.

Yeah, I've often been told that I'm "too quiet". I'm quite introverted - not shy, just quiet and thoughtful - so I don't really do small talk. Basically, if I have nothing to say, I'll say nothing and save everybody the grief of listening to my inane witterings. There's something banal (I find) about making conversation just for the sake of saying something. I have friends who will say absolutely anything to avoid sitting in silence, which I find both amusing and maddening at the same time. (Especially when I'm trying to watch a movie...) In a world where a lot of people who have absolutely nothing to say will nevertheless immediately share every single thought that enters their head on social media, I think we could all benefit from having more quiet and thoughtful people in our lives...
