Rank the DCEU villains depending on how well they were done. Let's limit it to just main antagonists, so no side-kicks, hired muscle or puppets. My list would be:
1. Zod 2. Luddendorf 3. Steppenwolf 4. Ares 5. Enchantress 6. Luthor
I'm conflicted about Luthor. On one hand he has more personality than majority of these villains which could easily make him #2 or even #1 on my list... but on the other hand he's also more annoying than everyone on this list which can make him last place.

1. Zod -solidly written and performed.
2. Ares -could tell way before, but enjoyed the twist. Thewlis is great.
3. Enchantress -loved the weirdness and stages of evolution.
4. Ludendorff -pretty standard archetype, but fine. Dr Poison was a little more intriguing to me.
5. Lex -all over the place. Had his moments. Tired of Eisenberg being so Eisenbergy.
-never saw justice league- 🤷♂️

I thought about placing Steppenwolf last, but then I realized how poorly Lex was when I saw the OP's post. While SW was far more forgettable, LL was a popular and iconic villain turned into a pretty big joke.

Geez, I don’t think I’ve seen enough of the modern DCU pictures to write out a list. (I could make one if we included all the DC films ever made.) I think I liked him the best of all the DCEU villains I’ve seen, though: Luthor-as-Zuckerberg, full of nervous energy (“sound and fury, signifying nothing”), obsessed with Nietzsche and ideas of superiority, a fine representation (and indictment) of the Millennial generation. I thought the characterization rather clever. David Thewlis was fine but, once revealed as Ares, exceedingly one-note and typical; Michael Shannon’s Zod just bored me (I know that’s an atypical reaction). I haven’t seen Suicide Squad or Justice League.

Ares-Thewlis kind of killed that, though. Suicide squad has some intriguing parts to it, but it feels like too much of a place holder over an actual intended effort. Thanks, No Morpho, Only Bánh mì. The major criticisms of the Eisenberg take are, I think, that he’s too manic and too much like Ledger’s Joker? Well, the mania doesn’t really surprise me—he’s supposed to be over the top, thinking a mile a minute, all nervous energy—and those elements are Joker-like without crossing the line into genuine insanity. (He nearly crosses that line, as I believe he’s supposed to—as part of the critique of Millenial-ness, he goes through life without purpose, something nearly enough to drive one mad.) I intend to take a look at Justice League one of these days; I really enjoyed Batman v Superman and Wonder Woman. Thewlis is a great actor; I’m thinking of how he plays his going-away scene in Prisoner of Azkaban, with that hint of subtext.

It's kind of awkward to rank them. Between Lex Luthor or Doomsday for example, Lex Luthor was more annoying and less comic accurate than Doomsday who was at least involved in an action packed scene....but Doomsday is just a brainless monster who just roars and punches so he isn't much of a character which should make Lex Luthor better because he at least has some character.
Zod is easily the best one though. Then perhaps Ares and Steppenwolf.
