My first thought was "Billion Dollar Brain" (1967) en.wikipedia.org/wiki/Billion_Dollar_BrainAt the end (spoiler) General Midwinter's anti-communist forces are driving across a frozen Baltic sea, and are attacked. The ice shatters and Midwinter's entire force sinks into the freezing water.

You're good! I really thought that was going to take a while. It's truly an obscure film, not regularly shown anywhere.
I must have seen it when I was a child, and for years I had a recurring dream about military vehicles sinking into a frozen sea but didn't know its true origin.

Actually, it's been on cable a couple times recently. In-fact I've even recorded it, but haven't watched it yet so I didn't know it was the film you were seeking.

Actually, it's been on cable a couple times recently. In-fact I've even recorded it, but haven't watched it yet so I didn't know it was the film you were seeking. Yes, I saw it too, just within the last few months.
It took me this long to figure out that my dream was based on a movie a saw when I was little!
