In SMH, Peter ditches Liz at the Homecoming Dance, puts on his Spider-Man costume, runs out of the building, and gets ambushed by a bad guy and needs Ned to save his ass. That should've never happened with Spider-Sense.
Then in Infinity War, Spider-Man gets ambushed again and taken hostage by a guy with no superpowers. That should've never happened with Spider-Sense.
Why did MCU take away Spider-Man's Spider-Sense? MCU really screwed up the Spider-Man character.

They are building his powers as they did others in the MCU.

I'm pretty sure he does have it because of things like this. I can't remember exactly but I think he told Tony Stark he had problems with his senses. If he's only just become Spider-man then he might not be fully used to it.

So that scene that appears in the film and most IW trailers where Parker's hair on his arms rise up when the alien ship arrives...what's that? Or where he seems to be the only one to be aware of their existence being erased just before it happens?

He is just starting to get it. The good thing about the MCU is they nerf everyone in the beginning and then make them steadily get stronger. They did it with Thor. They did it with Iron Man. It makes them interesting and adds growth to the characters. Spider-man slowly getting his powers fits right in with what they always do. This is a good thing, not a bad thing. One of my problems with characters like Wonder Woman and Superman is that they are already all powerful. It makes their characters stale after a time and it makes it difficult to create meaningful conflict.

Spidey sense isn't precognition it's an early warning system but Peter doesn't know what or who it's warning him of, Spidey has always been able to get caught off guard even when his spidey sense is clearly activated, another sign of it working is him being aware that the GOTG were about to attack despite him not knowing who or what was coming, if he had seen 3 distinctive different species but all being humanoid and specifically non xenomorph like he wouldn't have been so obviously worried about being used as an agg farm.
Plus Quill has a lifetime of experience and advanced alien tech on his side Spidey however is still a rookie freaking out about being used as a host for alien progeny.

In fact, the MCU is pretty amazing when it comes to casting and depicting their characters. There is a reason Iron Man and The Guardians of the Galaxy are household names now. Every character has shown progression throughout the series. If they started out all powerful, there would be no room for growth and the character would grow stale.
