While I read a lot of crime fiction, I don't read anywhere near enough to make me an 'informed critic'. So, I don't really know who's best. That said, here's the ones I always look forward reading a new book by.
Jonathan Kellerman's Alex Delaware series. Sara Paretsky's V. I. Warshawski series Until her recent death, Sue Grafton's Alphabet series. Yes, I'm a sucker for a good series character.

Michael Connelly is pretty good, but I can't speak for his later work.

Ian Rankin is my personal favourite, though his more recent works featuring the retired Rebus haven't quite lived up to the superb run of books he had 10 or 15 years ago.
Philip Kerr has only just stopped writing, because he also stopped living, but his Bernie Gunther series was superb at times. I've only read a couple of Michael Connolly books, but they were also top-drawer. Arnaldur Indriรฐason's books are excellent. Oh, and I read one book by husband and wife writing tag-team Lars Kepler, Stalker, which was also a cut or two above most crime fiction that's that popular.

I gave up on Paretsky. The financial crimes are largely boring and forgettable, and the cutesy stuff with the aunt (numerous aunts, IIRC) and doctor friend gets cloying. I ended up tuning in only for the obligatory Cubs game reference.
That said, Deadlock was really good.
