MCU fans have used the argument that oversight of the Avengers still wouldn't prevent the collateral damage that the the Avengers routinely cause. But the Accords isn't just to prevent the thousands of deaths from the collateral damage caused by the Avengers' reckless actions. The Accords is also to prevent the millions of deaths that would result from the Avengers' reckless actions.
In Age of Ultron, the Avengers invaded Sokovia (violating their sovereign rights as an independent nation) without provocation and attacked residents of Sokovia. What if the next week, the Avengers discovered a HYDRA base in 2nd country and decide to invade that country and attack those residents? And the the week after that, the Avengers discover a HYDRA base in a 3rd country and decide to invade that country and attack those residents.
So the Avengers invade 3 countries without provocation and attack residents of each of those 3 countries. Now what if the 2nd country was an ally of Russia and the 3rd country was an ally of China?
Steve Rogers is a former officer in the U.S. Army, Rhodey is an officer in the U.S. Marines, and the Avengers are funded by Tony Stark, an American businessman. So Russia and China could consider the Avengers to be working for the U.S. and consider the Avengers' illegal invasion of their allies without provocation to be an act of war by the U.S.
So the Avengers' illegal and unauthorized invasion of foreign countries (violating the sovereign rights of those countries as independent nations) could instigate a war between the world's major superpowers and millions of people could die in that war. And all those deaths would be on the Avengers because it's the reckless actions of the Avengers that instigated the war.
That's what the Sokovia Accords is trying to prevent - an unnecessary war, instigated by the reckless actions of a group of super-powered mercenaries who think that since they're more powerful than the rest of the people, they don't need oversight by the people and instead should unilaterally decide what's best for the people, like a tryant or dictator often does.

They didn't attack citizens of Russia like the Avengers attacked citizens of Sokovia. So Superman, Batman, and Wonder Woman didn't commit any action that could be considered an act of war against Russia, unlike the Avengers, who attacked citizen of Sokovia, which can be considered an act of war against Sokovia and any allies of Sokovia. Thanos did that. He literally was the cause of death of half of the universe. It was the Avengers and the Guardians who helped Thanos acquire all of the Infinity Stones so the Avengers and Guardians are responsible for the deaths of more than half the universe. Thanos was still the one killed half the universe, not the Avengers or Guardians. All they did was fail to stop him.
