Uh, I don't think so, Hope. Julie and Hope are sisters, so that would make Eli Hope's great nephew.
Hope telling Rafe that Eli is her cousin is ridiculous and is another example of the show's frequent efforts to hide the fact that Hope and Julie are sisters.

Kristian must have something in her contract to downplay her character's age. I've never seen anything like this on any other show. When she gets as advanced in age as Alice was, are they going to try passing her off as a 40 year old?

They did finally acknowledge it in a funny scene where someone was explaining to a befuddled Eli how Julie is Hope's half-sister as well as her step-mother. And I remember a scene a year or so ago where Julie was yelling at Aiden and asked him something like "What did you do to my sister?". So it does get acknowledged from time to time, but never by Hope herself. It could be a contract thing, as you suggest (like what Eileen Fulton had), or it could just be an informal understanding among the writers. Ironically, of all the characters on the show who have been played by the same person for 30 years or more, Hope's appearance has changed the most. Maggie, Marelena, Julie, Steve, Kayla, etc. all look pretty much the same as they did when they were younger, but Hope looks completely different. A time traveler from the 80s who put the show on today would probably have the most trouble in recognizing Hope.

So I would think she has quite a bit of clout on how the character is presented.
It will be interesting to see how Ron Carlivati writes Hope.
