Wow. I am quite surprised over this. I am not sure if this is a decision made by the showrunners or the actor but it appears Winn will be downgraded next season to a guest star and will be appearing on 'Supergirl' a lot less while Braniac 5 will become a Season Regular. I am not sure about the futures of Mon El and Saturn Girl but Amy Jackson has told fans she will be in next season of 'Supergirl' so she might be upgraded to a regular too or just be a guest star. What are your thoughts?

‘Supergirl’: Jesse Rath Upped To Series Regular For Season 4

Supergirl Will Feature A Lot Less Of One Character In Season 4
The team of good guys on Supergirl got a lot bigger in Season 3 thanks to the arrival of the Legion of Super-Heroes, the addition of J'onn's father M'yrnn, and the increased involvement of Lena Luthor, although Lena may not be one of the good guys much longer. Only time will tell what happens with the large ensemble in Season 4, but we do already know one character that won't be around as much: Winn Schott. Here's why.
Jeremy Jordan will no longer be a series regular when Supergirl returns for Season 4 in the fall. Fans don't have to panic that he'll be gone altogether or that Winn is going to be killed off sooner rather than later, however. In fact, fans don't even need to worry that Supergirl will write Winn out after one episode like The Flash will do with Wally West in Season 5. Jeremy Jordan isn't leaving the entire Arrow-verse like Keiynan Lonsdale. Jordan is remaining on board in a recurring capacity.
Details are currently unavailable about how and why Winn won't be around as much next season, although answers should be forthcoming in the Season 3 finale on June 18. Could it have something to do with his mom? Or his father's legacy? Or some non-family related set of circumstances? Will he find an unexpected way to fulfill his potential? We'll have to wait and see. Supergirl executive producers Robert Rovner and Jessica Queller have some reassuring words to any who might be concerned that Winn will totally fade into the background in Season 4, saying this to TVLine:
We love Jeremy, and even though he's [not going to be around full-time], we're not saying goodbye to Winn at all. We're already breaking big stories for him right now for the fall, and I think the fans will be excited to see what he has coming up.
At this point, I just hope that Winn will be present if Supergirl delves back into musical territory. The CW's superhero multiverse would be a bleak place indeed if there was singing and dancing and Broadway star Jeremy Jordan wasn't involved. In all seriousness, Winn has been a valuable member of Supergirl's team from the very first episode of the series, and he will undoubtedly be missed once he begins to play less of a role in the day-to-day adventures.
The show does already seem to have a way to compensate for Winn's absence. It was also announced that Jesse Rath will be bumped up to regular status for Season 4, which means a lot more of Brainiac 5 is in the works. Whether this means that the entire Legion of Super-Heroes will stick around and/or drop in and out remains to be seen; Kara would probably be happy to have Mon-El around on a regular basis. Imra remains a question mark due to the complications of a love triangle she didn't see coming. For Jesse Rath's sake, my fingers are crossed that he gets to spend most of his time in Season 4 as Brainy in his human disguise. Rath must go through a very intensive hair and makeup process to transform into Brainy's usual body!

‘Supergirl’: Jesse Rath Upped To Series Regular For Season 4
Jesse Rath, who recurred in Season 3 of Supergirl, has been promoted to series regular for Season 4 of the CW series.
Rath plays Brainiac-5. Half computer, half organic life and boasting a 12-level intellect, Brainiac 5 is a member of the Legion of Super-Heroes who travels to National City from the 31st Century to help Supergirl and the DEO battle Reign (Odette Annable).

Rath appeared in five episodes in Season 3, which airs its season finale on Monday, June 18.
“We love the character of Brainiac-5 and can’t imagine anyone but Jesse Rath in the role, said executive producers Robert Rovner and Jessica Queller. “He brings such fun, heart and brilliance to Brainy and we’re so excited he’s joining the cast as a series regular for season 4. We have a lot of great Brainy stories to tell.”
In the third season, Kara (Melissa Benoist) is grappling with the sacrifices she’s made and deciding if she should give up her human identity altogether. Being human and vulnerable is hard. Maybe she’s better off embracing her alien DNA and only being the “Girl of Steel.” As Kara struggles with her path forward, she continues to work with the DEO to battle all threats to National City, including new villains Morgan Edge (Adrian Pasdar), and the “Worldkiller,” known as Reign (Annable).
Rath is known for his previous work on No Tomorrow for the CW and Syfy’s Defiance. He’s repped by SDB Partners, Amanda Rosenthal Talent and Hess Entertainment.
Supergirl is produced by Bonanza Productions Inc. in association with Berlanti Productions and Warner Bros. Television. Greg Berlanti, Jessica Queller, Robert Rovner and Sarah Schechter executive produce.
