How can you tell an actor/actress is "phoning it in" vs. deliberately acting a certain way for the character they're playing?

Personally... I think people exaggerate on that stuff a bit as I think for the most part a actor acts how they act. like no obvious major swings in their performances from movie to movie in that it's more of the movie being good or not that might sway people for or against someone having a good performance etc.
but with that said... maybe one gets that impression that someone is 'phoning-it-in' if the movie itself is generic as maybe it will seem like they are going through the motions etc.
