They couldn't really implant a memory in someone's head. Especially if it contains people that the person knows like Arnold's wife in the movie, which the people in the recall place couldn't possibly know about, or at least didn't.

So the argument against Total Recall is they couldn't implant a memory instead of they couldn't build a community on Mars.
