It would be a way to value set up men, but just likes saves, it's a situational stat. I wouldn't mind it becoming an official stat, but i wouldn't put much weight on it as a way to judge set up men

No. There's only enough variables in an unofficial stat. Relievers would probably benefit from receiving such a stat while closers could lose saves . For example,if a closer blows a save during a losing game (runners on base) the reliever or set up man still gets the hold.

There are plenty of ways to value setup men without paying attention to holds. Holds are merely for roto fantasy players and I'm not sure they hold much water at the negotiating table for players the way saves do (whether that's fair or not is another topic). Personally, for relievers, I care about their WHIP and their inherited runners scored.
As something of an aside, nothing drives me more insane then when the starter has been very strong, throwing 7 shutout innings but comes out after 100 pitchers. 8th inning guy comes in and promptly walks the leadoff man. It makes me want to set my hair on fire.

i'm a huge hold man. when the nats got rid of their hold leader in tyler clippard, that doomed them from every winning a ws.
