I understand how Rachel had a winning hand. A winning hand basically consists of 14 tiles – 4 sets of 3 tiles and a matching pair of 2 tiles. Rachel’s matching pair of 2 tiles were the Red Dragon (looks like the Center symbol) and her 4 sets of 3 tiles were:

4 Bamboo
4 Bamboo
3 Bamboo
3 Bamboo
3 Bamboo
6 Bamboo
7 Bamboo
8 Bamboo (which she drew from the stack and discarded)
Since Rachel had a 6 Bamboo and 7 Bamboo, Rachel could’ve won with either a 5 Bamboo (5-6-7) or an 8 Bamboo (6-7-8).
But I don’t get how Eleanor played her hand. They never showed her entire hand, but at the beginning they showed part of the hand and she had:
1 Dot
2 Dots
3 Dots
3 Dots
4 Dots
I assume she would’ve kept the 1 Dot, 2 Dots, 3 Dots since that forms a set of 3 tiles. With the 3 Dots, 4 Dots, she would need a 2 Dots or 5 Dots to form another set of 3 tiles, but I can see her breaking that up if she already had enough sets of 3 tiles and needed a matching pair of 2 tiles.
But when she turned over her winning hand, we can see she had:
9 Dots
9 Dots
9 Dots
White Dragon

8 Bamboo
8 Bamboo
8 Bamboo (which she picked up after Rachel discarded it)
With those 3 sets of 3 tiles and the 1 Dot, 2 Dots, 3 Dots she had at the beginning, that’s 4 sets of 3 tiles so she would only need a matching pair of 2 tiles. We could see she had a pair of 9 Bamboo tiles on her right side but there was also a tile on the right end of the hand which was covered by her fingers. But if she already had 4 sets of 3 tiles and a pair of 9 Bamboo tiles, then that’s 14 tiles so I don’t get what that tile on the right that was covered by her fingers was. Seemed like she had an extra tile, which would be a disqualification from winning the hand.
