Don't have much of a problem with this. Also don't see a pressing need for someone to suddenly change his number while on the same team.

So wait up....
Player A is traded to another team, where Player B already has the same number as Player A. Player A wants to buy the number from him. Is Player B allowed to change his number without buying up all the merchandise?

This is stupid. All it is doing is protecting the manufacturers from losing money because they would have to sell the remaining merchandise at a reduced price. Now if they would put something in there about having to buy all the remaining merchandise in circulation for a set price so they fans could get some return, that would be a start
