I think the show got a million times better from the third season on. Most British shows stay consistent since they're so short. Besides them, I'd say Breaking Bad. I'd have trouble even ranking the seasons as they're all so good.

I am sure most will disagree with me but i think that Game of Thrones has been consistent. Also as somebody else said pretty much every British series are consistent.

For me, the TV series Angel more or less fits this^ description. On the whole I thought it was much more consistent with its quality from season to season, whereas I felt BtVS noticeably dipped in quality after Season 3 (though still had some stand-out episodes).
This is all just my opinion, of course. I know others would disagree.

12 Monkeys is a show that I've thought has maintained its quality throughout (though I haven't seen the fourth/final season yet).

Chalice_Of_EvilAngel ended too soon. The tone changed later on especially with Wesley but the quality was maintained. And for the record I preferred Darla for Angel than Buffy. I2 Monkeys TV series > movie
