I don't buy/eat a great many cookies, but but the old stand-by's, such as Oreo's and Ginger-Snaps are always good. I don't care for most of the boxed chocolate-chip, or oatmeal cookies. They tend to be too sweet, and it's hard for me to gauge freshness in them. (A deli, near me, has fabulous oatmeal-raisin cookies ... but, at $2.75/cookie, they should be fabulous. They're huge, and last a while, though.)
Some of the more upscale, like Pepperidge Farm, are/were pretty good, but I haven't had any, for ages, so I don't know if they've maintained their quality.
Costco carries very nice Biscotti.
The larger supermarkets, that have their own bakeries on-premises, bake cookies and little tart-like things, but I haven't tried any.

I like the dollar general oatmeal cookies. A bag Ginger-Snaps or animal short bread cookies are always good from any store.

I by oreos, gingersnaps, vanilla cookie wafers for my baking. Otherwise, as a baker, I make my own with real butter.

The only Oreo I ever liked was discontinued a few years ago, it was a golden oreo with a chocolate crème center. The white center of the chocolate Oreo is too sweet for me, I used to eat Hydrox which looked like an Oreo but not as sweet. Those have also been discontinued as well as the "Jingles", Jelly Stars and almond crescents I liked. Oh well, I can't eat too many cookies now, maybe 2 a month.

I agree that it's excessively sweet, that's why I can only eat an Oreo "straight." As a kid, a lot of my friends would twist the wafers apart, and eat the filling by itself. I need the dark chocolate to go with it.
Mint Oreo's are my favorite, now. The filling doesn't seem so sweet. I don't know if it actually has less sugar/sweeteners, or if addition of the mint flavor makes the difference.

WKM - we loved those chocolate filled Golden Oreos too. Don't eat many cookies now. If I do buy them I get the little 'school lunch' packs of different ones. They only have a few little cookies in each pack and we share a pack. mr sunshine likes the Nutter Butters or Oreos. I like the shortbread type with lines of chocolate or the Famous Amos chocolate chip. Just can't have them very often.

My wife is a hobby baker so her cookies basically destroy anything most store-bought cookies have to offer. But you give me rainbow cookies from Country Boy Bakery in Long Beach, NY and I'll eat the entire box.

Sunshine: I forgot about the Nutter Butters, you got me to try them a few years ago and I loved them. I buy the small boxes of cookies at Family Dollar , there's usually 3 packs of 6 small cookies in each pack, I take 2 cookies each time and rewrap them tightly. A box lasts a few months. I gave up sweets to keep my weight down per the doctor. I'll have to look for small packs of Nutter Butter.
