Let's see now....
My guess (for whatever it's worth) is that neighbor means any person whom you live in proximity with and perhaps interact with in your life.
So......I think the quote means:
1) If you love yourself enough to not stick a knitting needle into your left eyeball, then don't stick a knitting needle into your neighbor's left eyeball.
2) If you love yourself enough to not take a dump in your own yard, then don't take a dump in your neighbor's yard.
3) If you love yourself enough to not slash your own tires, then don't slash your neighbor's tires.
4) If you love yourself enough to not bash your own mailbox with a baseball bat, then don't bash your neighbor's mailbox with a baseball bat.
5) If you love yourself enough to not want your property stolen, then don't steal your neighbor's property.
6) If you love yourself enough to not want to be verbally abused, then don't verbally abuse your neighbor.
I could go on and on, but hopefully these examples will illustrate the point effectively enough.

What did Jesus mean by "neighbor" in this quote?
Love based on principle, agape, is not that difficult. All it means is you work at not disliking those you don;t know and prove that by treating them as you want to be treated. The quote means everyone outside of you family since familial and romantic love have those covered.

which could explain the tremendously LARGE, on-going, COMPLETELY justifiable military industrial complex that the so-called christians here in the united states have poured trillions into for the last seventy years. except, it doesn't explain it.
of course, we know a nation founded on the principles of: 'what's mine is mine and what's yours is about to become mine' can long endure as long as the kingdoms of this world are solely based on the christian principle of pointing towards the heavens while raping the innocent from behind.

Leviticus 19 gives you the answer. Leviticus 19:9-18“When you reap the harvest of your land, you shall not reap to the very edges of your field, or gather the gleanings of your harvest. You shall not strip your vineyard bare, or gather the fallen grapes of your vineyard; you shall leave them for the poor and the alien: I am the Lord your God. You shall not steal; you shall not deal falsely; and you shall not lie to one another. And you shall not swear falsely by my name, profaning the name of your God: I am the Lord. You shall not defraud your neighbor; you shall not steal; and you shall not keep for yourself the wages of a laborer until morning.
