Controlling an inclination is not automatically an inclination because it may take effort. I don't see why it taking effort means it's not an inclination. Effort just indicates one inclination struggling against another. As I said, an inclination tends to be natural tendency which would make it difficult for two inclinations to spar.
I hate to make this an either...or example, but for simplicity, either I'm inclined to eat liver or I'm not.
Really, that would seem to make everything an inclination which would make the notion of inclinations moot (Even more freedom of choice) and still not address predetermination.
