Probably not. I think too many participants in the war and the revolution were too opportunistic or ideologically zealous to think about the greater good in that sense.

Well, Russia was a sort of Constitutional Monarchy after the the 1905 revolution and the establishment of the Duma, but the Tsar still had the ability to veto any and all legislation. Also WW1 collapsed any hope of further gradual reform.
