Might be explained in the movie. He may have been confident in The Avengers taking him out. He only seemed to call Captain Marvel when he realised the world was at a brink so she must be a real last ditch effort.

For all we know Carol lost connection to Earth for a number of years and only till the events of Infinity War did she was finally able to get back to Nick and SHIELD.

You haven't seen the movie, how do you know its a plothole? I saw Avengers. When the Avengers just stood around for half an hour cracking jokes and 1-liners while the Chitauri were killing people, Fury should've called Captain Marvel then. So it's a PLOTHOLE for MCU. |

Because when the Chitauri were killing people and the Avengers were just standing around for half an hour doing nothing to stop the Chitauri (other than Captain America, who decided to play traffic cop and tell people where to run to, because it's New York City and the Mayor of New York City would never think of having his police officers trained on how to evacuate people in an emergency should New York City ever come under attack), Nick Fury should've called Captain Marvel. But he didn't, and that's the plothole. |

And again until that movie comes out and we find out what the current situation is with that character then it's not a plot hole. Nobody knows what the plot is regarding that character so there can not be a hole in something we don't even know in the first place. |

Seems he formed the Avengers to have a team ready on earth in her stead. In IW, everyone is scattered and unaccountable when the dusting occurs.
