What kind of question is that? Short films are the same as full-length films. Some are good, some are bad. That is true. But there's a bigger chance for a short film to be bad than there is for a feature length one, due to the short duration. Less time to work with = less chance to get your message across adequately, generally speaking. Most aren't worth the time for this very reason.

Would things like "Twilight Zone" or "Tales from the Crypt" episodes count? No recurring characters (aside from the intros by Rod Serling and the Crypt Keeper, respectively), but simpler stories that are more effectively wrapped up in less than the 2.5 hour running time we seem to 'need' these days...
Personally, I love when an hour-long story only takes that long...
