Robocop is more of a superhero movie than a lot of superhero movies. For one thing, the hero wears a mask for most of the film. How many superhero movies have him take it off? In this case, its understandable that he did remove it since we are supposed to reconnect with his human side. For the time it was breaking ground with a lot of technical advances. The costume, the makeup for his face (Verhoeven and Bottin had a fight about whether to show it in daylight or not).
And the villains were threatening-unlike many modern comic book films where the bad guys are more emo than anything else. Boddicker and his gang are dangerous-as well as Dick Jones. A good superhero film should have a strong bad guy.
I'd put Superman the movie in the top 5 as well. The Adventures of Captain Marvel serial too. I'd have to think a bit about the others.
Danger: Diabolik may deserve a placement although he's not a superhero.
