Especially if you felt Danny was too weak, or Bakuto didn't seem like a credible threat, well that's all by design.
Iron Fist's ending with the attack on Kun Lun, gives away Gao's motivation all along. Surely she is aware of the attack, and with Davos' warning all along that the path was open, we can bet she was well aware of it.
The "tournament" she invited Danny too early in the series was a test of if he was truly the Iron Fist, and from the moment he proved to her that he was, she began her plan to distract him from the Hand's invasion of Kun Lun.
This is why she was so easily captured in China. Why no serious rescue attempt was made for her. Why the Hand that we've seen in Daredevil appeared to be incredibly weak by comparison. Why? Because they weren't trying to stop Danny at all. They were only interested in keeping his interest in New York. This is why no attempt was made to rescue Gao from Bakuto's compound, even after he was dead, and why Bakuto had no interest in hurting her. It is also why the Hand recovered Bakuto's body. You didn't think his students did that did you?
Bakuto wasn't a threat, he was a distraction. Gao either instructed him to try to recruit Danny in order to keep him occupied, or Bakuto actually thought he was stepping up to Gao's level, but either way it doesn't matter. Gao was using him to distract Danny whether Bakuto knew that was the plan or not. Bakuto was only on the second rung of the ladder. A guy who could run a recruitment school. Colleen was on the first rung, a person who could find recruits, but knew nothing of the purpose for that. Gao on the other hand, is an alpha level member, who runs an advanced black opps team of elite warriors, the true Hand.
And she knew Danny was weak because she guaranteed it.
Gao herself said she had been to Kun Lun. Is it any wonder that an outsider was chosen next? An outside who did not complete his training? An outsider with crippling childhood trauma that forced him to abandon his post and leave the passage open? Gao is behind that as well. She ensured a weak Iron Fist was crowned so that she could distract him and invade Kun Lun.
The only problem is he is going to realize his potential, like he did in blasting the floor to save Colleen. And when he does, the Hand is going down along with Gao.
Iron Fist was a subtly brilliant series for this level of craft in his overall direction.
