Yes. that's what I voted for.
because while IMDb supposedly tries it's best to avoid that stuff, I imagine they can't block it all. plus, not only that even if I had authority on how movies rank, I am not even sure how I would set it up as I just don't think there is a way to have a perfect Top 250 as you simply can't please everyone. but I guess about the best one could do is maybe do something like balance a movies popularity with it's rating somehow. because in general popular movies tend to be better than non-popular ones in general in the English speaking world. so given that info, I don't think I would have anything too obscure in the Top 250 as I am confident there are some movies in the Top 250 that not too many people like to any higher degree.
also, I noticed that it seems it's getting easier for some movies to score way to high especially super hero kinds which seem to have the fanboy types hammering things in a attempt to raise their ratings. but I think the problem with many of those who score super hero movies highly in general is that they likely have a flawed way to rate movies as I think movies should always ultimately be judged based on how much ones like them in relation to EVERYTHING they have seen as this way your not going to be handing out too many super high scores etc.
but I kind of see IMDb average scores about like this and have for years now...
4.x/10 and lower = crap (I can't imagine most of the general public thinking all that much of movies that score here)
5.x/10 = generally negative opinions (you can still find a respectable movie in these ranges once in a while (maybe even a rare movie that stands out as there is currently six movies I score a 7 that have a 5.9/10 or lower average) but it's not easy.)
6.x/10 = mixed opinions (but could be slightly more positive or negative depending on which half of the 6's it's on) (this is typically the minimum average rating on IMDb for a movie to have a decent chance of standing out from what I have noticed in relation to my own tastes)
7.x/10 and higher = generally positive opinions
but with that said... it seems more of the high 7's on up are the more praised movies.
that's sort of my general guideline based on how I see wide public opinion on movies and also factor in vote totals to as the more votes a movie has I would imagine means it's more popular than something that might score a bit higher but don't have nearly as many votes etc.

I dislike when people do that crap as someone should ALWAYS give their honest rating of a movie regardless if it's for or against the majority. even if you feel a movie is very underrated or overrated you still should be honest about where you score it based on your overall interest in the movie.
but even that aside... I think some people are simply way too generous with scoring movies in general as I tend to see most movies around average, which a 5/10 is average for me since it's middle of the scoring scale. like some people seem to fairly routinely hand out 8's/9's/10's and the vast majority of movies are simply not THAT great as even 7's are pushing it.
but strictly in terms of all of the 2,200+ total movies I have seen here is how things break down to me in basic score...
10/10 = 8 movies
9/10 = 17 movies
8/10 = 79 movies
7/10 = 86 movies
6/10 = 363 movies, TOPS. probably a bit less.
everything a 5/10 or less, which is a Thumbs Down from me.
so basically... only about 553 movies TOPS are Thumbs Up level out of the 2,200+ total movies I have seen which comes out to roughly 25% (tops) of all movies I have seen get a Thumbs Up, or about 1 out of every 4 I have seen over the long term (even if I 'trimmed-the-fat' a bit I would imagine I would still float around 1 out of every 5 movies I have seen are worth re-watching. I know some might see that and think I dislike a lot of movies I see but I will say that most movies I see are at least decent enough not to have wasted my time but since I ultimately judge movies based on whether I want to re-watch them from time-to-time or not that filters out a lot of the junk.
I guess it's more of the thought of it as people tend to like seeing some sort of list that says which movies are the more praised ones.
but I do basically agree with you though in that it's not worth taking the list too seriously even though it does have some gems in there that the general public likes a lot. so I do think it has some level of credibility. but nothing definitive as, like I was saying, you can't please everyone and it's probably difficult to come up with a nice and balanced system to please all movie goer types as you probably got a fair amount of different types of people who watch movies and maybe they can come up with a list to try to please a wider range of people. who knows, maybe IMDb already tried to do something like this the best they could currently.
