Completely different shows, both are great.
CYE has a lot more laugh out loud humor at how ridiculous Larry is, and Parks and Rec is more of a feel-good, happy show. I laughed harder at CYE, but I could watch Parks and Rec over and over again.

Both are amazing, though if I had to choose I'd pick Curb.
It's really apples and oranges though.

Larry is a shameless jerk but he's still more likable and sympathetic than most of the characters on Parks. What makes many of the Parks crew worse is most of them started out likable. Leslie went from underdog to a bullying shrew. April's snarky scrawny cutie act got tiresome about halfway through the run and sadly Aubrey Plaza is incapable of playing anything else. Tom, his douchebag pal and the pal's whore sister are some of the most loathsome characters to ever be on a comedy. I would have cheered if an entire episode was spent brutally torturing all three. Even Andy went from being a goofball you pulled for to kind of a jerk. Ron's former wives were always excruciating as well.
Ron was easily the most entertaining character throughout the series. The abuse to Jerry got old really quickly but he was such a loser it was hard to be sympathetic. Ben hooking up with an annoying and unattractive tub of guts like Leslie always seemed ludicrous. Likewise Ann being her friend especially once Leslie turned into an amazingly selfish bitch. Donna? Meh.
Larry and his "friends" were all assholes but they often got comeuppance. Larry in particular. Leslie and Tom were insufferable by the end of the series and never really were punished for being miserable self centered douchebags. That always pisses me off.

To me there is no debate. Curb is one of the greatest comedies ever made.

Hmm. That's an interesting question. I think Parks is an overall better show. However, there are more memorable scenes from Curb. Curb doesn't have nearly as many funny characters as Parks though. Curb can get a bit full of itself at times and David can be too aware of himself. Especially the latter eps.
