The one where so little happens, or the characters just do the same thing repeatedly? Like that one that's just a very slow zoom in on a painting on the wall.

Hmmm not really sure . Maybe most recently The Killing of a Sacred Deer would qualify.

Under the Skin starring ScarJo would most definitely qualify imo.

Boogeyman II (1983) which is made up mainly of flashbacks to the first movie, which kinda sucks too. The director didn't want to do the sequel, and you can tell! Especially bad if you watch them back-to-back like I foolishly did.

Only God Forgives.
I like its color scheme and overall idea, but that was a slow-burn of a movie that's a little too slow. Thoughts after finishing it, strip away 10 minutes from anywhere. A few seconds here and there, a half minute in the center. It doesn't all have to be from one scene, just shave a total of 10 minutes any which way you can and I bet it makes a world of difference.

Empire, a 48 hour shot of the Empire State Building. Empire (1965) is 6 hours 40 minutes worth of film, but is slowed down so that the movies length is 8 hours 5 minutes.

Frozen Flesh - Almost two hours and has like 4 scenes of nothing.

Well the aforementioned Empire pretty much reduced film to as minimal and monotonous as possible. If you're talking outside the realm of experimental cinema, not much happens in Tsai-Ming Liang's Goodbye Dragon Inn, patron's watch classic Taiwanese martial arts film Dragon Inn and wander around the near deserted cinema. Despite that I found it much more interesting than something like Transformers which is just meaningless set pieces and tired smart-alec dialogue.

what? thats a joke, right? No. The movie is literally a series of conversations, talking heads throughout. Its two attractive heads since it young Redford and Hoffman, but jeez, talk, talk, talk... Good movie. Just monotonous...
