Actor Ray Collins (later 'Lt. Trask' on TV's PERRY MASON) was supposed to portray the President who would broadcast the grave and somber announcement of impending disaster.
Ray worked on his FDR voice until he had it down perfect -- voice inflections and cadences included.
Then the CBS standards and practices official took a glance at the script and declared that naming the President was not allowed and suggested that they use instead an unnamed Cabinet Secretary.
Collins was disappointed to find out he wasn't going to play the President -- until Welles told him to go ahead and use his Roosevelt voice impression anyway.

Even after all the hue and cry following the notorious program, broadcasters still didn't learn their lesson.
A year later, a similar script called 'Palmetto Fantasy' was aired over Station WCSC in Charleston, South Carolina -- all about a deadly anti-aircraft ray that went out of control and plunged into the nearby Santee Reservoir, killing hundreds of people. The station was deluged with frantic phone calls -- as were police and fire departments as well as newspaper offices.
And in 1950, a South American station carried Welles' original -- causing the same widespread panic. Only this time, when the people learned of the hoax they set fire to the radio station and killed several announcers!

A commemorating statue has been raised in the town were the suposed invasion took place on the radio show, sadly the little towns' name has slipped my mind.
