Yeah, I'd honestly solve the problem of "extra" cities by straight up making the DC universe's cities full-on substitutes for places like New York, Chicago, L.A., and so on. And yeah, I WOULD give a TV or cinematic DC universe their own politics, politicians, and pop culture references.
This video also firmly proves that Snyder's insistence trying to make his DC universe in our own was a mistake. If he wanted to make superhero movies that could be real life allegories... He would have had to get himself hired by Marvel Studios.

Age of Ultron took place in Sokovia (a fictional Eastern European country), New York City, Johannesburg, Seoul, London, Oslo, Upstate New York, Nidavellir, and Asgard (in an illusion). For me, the high number of fictional cities that presumably double for or, are adjacent to, real-world cities was too high a barrier of entry into the DC mythos. Had I started younger, it may not have been as much of a big deal.

You could choose not to reference it at all or would you say it happened in one of the proxy cities like Metropolis? Does/Did Metropolis have a WTC? I admit it's a very nerdy nitpick but, it kind of matters. Yes, it was a colossal blunder. The DC Universe is its own separate set of realities. Trying to merge in real-world events and figures into it ironically makes it feel less real. The DC Universe has always had the quality of epic fantasy or a fairy tale and, I don't mean that negatively.

Hell they paid Snyder to intentionally tank the DCEU and all the Critic$ to complain about it. They even LET the Critic$ be nice about Wonder Woman to throw off the scent.
