He doesn't just help clean up NY but also the triskelion incident from TWS, Damage Control is an ongoing business venture Stark owns alongside the government, no reason to believe he doesn't also have international branches or that incidents he is involved in are not subject to sanctions and fines by foreign goverments, Tony could of had to pay millions in damages for all we know.
I mean just because we don't see things doesn't mean they don't happen if it's in line with established character traits such as Tony trying to help or trying to ease his conscience by giving money, I mean we don't see Tony taking a shit but we can all assume he has to at some point yea? I mean no one here is that mentally lacking to need that confirmed for them right?
