I dunno about that. The odd person might be afraid of a couple of them for their powers but not for their genes. The X-Men has the metaphor right; people cross the street to avoid the X-Men because of what they are. The fear and ignorance campaign of being filthy, passing disease through touch, all ideas radical critics use to dehumanize them. The Avengers aren't really discriminated against as people. If you've ever belonged to a minority where your genes are considered a flaw, you know how insulting it is to be offered a way to cure it. The only experiments in the MCU movies sought to give people abilities, not to take them away.
Hulk was always like that as far as I know. His rage and how people fear him. Scarlet Witch might have a case for being feared but half of it is Iron Man being the self-righteous futurist calling her a weapon of mass destruction. Natasha being afraid of being shunned for releasing Shield files is reaching pretty hard. She barely even flinched on Capital Hill.
There's something else going on. In the X-Men, they're hated. Not just them but all mutants. They're considered gross and wrong. In Avengers they're mini celebrities. The people who hate them the most are the pencil pushers and people affected by collateral damage. Aside from that, they go in and out of being rock stars. Cap does inspiration videos for schools, has a museum exhibit; people take selfies with Thor with Loki standing right there; people go nuts for Iron Man, even Alexander Pierce's niece (or nephew). And their big-ass in your ass headquarters. People dress up as them. They're heroes with recognition. The X-Men not so much.
Hulk was hunted by Ross because of he accidentally put Betty in coma and killed a few people when he was “born”. Wanda did caused the Hulk to wreck a city. Another thing that makes the Black Widow a reach is that she is not different from any normal people, just a skilled spy. Mutant discrimination has less to do with genes and more to do with paranoia and controversy theories. Mutants are feared and hated because many viewed them as menaces that are trying to replace humanity as the dominant species in a eventual war like we did with the Neanderthals other human species. It’s been that way since issue #14 back in 1965 during the Stan Lee era. The “mutant problem” has always been a metaphor to the “Jewish question” which refers to the conspiracy theory that Jews are “parasites” that are trying to take over the world. Which isn’t surprising since Stan Lee is Jewish. I'm Jewish too. Maybe that's why the metaphor hit so hard and never let go, on top of just being good on its own. When they talk about a cure for mutants, step right up and cure yourself, it makes me think of gay conversion therapy and shit like that.
