I know I would need to find people to animate it, but how many? Do I need a lot of equipment, or could I simply scan hand-made drawings on a computer? I know that would take longer than using a software and I know that the more animators the faster the work. However, 2D is my favorite style/format. Since detailed backgrounds and realistic-looking characters aren't as necessary in 2D as they are in 3D or even in stop-motion, I would be willing to take the cheap/slow route if necessary.
Would I have to find the people and pay them all by myself, or should I send the script to production companies specifying that there wouldn't be a deadline nor a high budget? Even if they like my script, would there be a risk of them saying "We'll only do it if it's 3D, which is what's popular nowadays."?
By the way, I'm talking about a short without dialogue (so no need to worry about actors; only a music composer, which is easier to find) and that won't last more than 10 minutes (maximum 14,400 frames/drawings).

You may have to create your own start-up animation studio. I'm not sure how much that would cost, but I would seek advice from a bank associate. First, I would write a story outline and then storyboard it. You can do the old-fashioned hand-and-paper drawing process or do it digitally on a drawing tablet using Storyboard Pro, Toon Boom Animation, or some other animation/storyboarding software. There are several tutorials on YouTube that show you how it's done. You can still animate the old-fashioned way and then scan the drawings onto your computer. Here's a website link into the equipment that you may find useful: 2D animation equipment. You're still going to need desktop or laptop computers to edit and color in the animation. How much do you think that would cost? There is no set answer that I could provide. It depends on the quality of animation you are willing to spend. At best, start with $10,000.
