That's who I was thinking of, though I dunno how passionate one can be about making video game based movies as those are almost always "gun for hire" type jobs and not typically done ouf sheer passion for filmaking.

Coleman Francis makes Ed Wood seem like Stanley Kubrick. Francis only directed three films but boy are they stinker masterworks.
“The Beast of Yucca Flats” (1961) features Ed Wood regular Tor Johnson as the “Beast” of the title. Its badness cannot be overstated.
“Night Train To Mundo Fine” (1966) got the MST3K treatment (as Red Zone Cuba) and it couldn’t have happened to a more deserving movie.
Francis was, like Woody Allen, a triple threat. Not only did he direct, he also wrote and acted in his films. His skill in these two areas match his directing ability.

Well, Boll is clearly passionate about it since he kept at it (he's got 32 directing credits!), but even after he made as many films as he did he never improved.

Ed Wood was unique. Remember, he wasn't as passionate as the biopic made him out to be. But his movies have a charm to them that other useless directors never have. Bums like Coleman Francis, Ray Dennis Steckler, Uwe Boll, Tyler Perry, their shit piles are 100% unwatchable. But Wood's films are very entertaining. Unintentionally entertaining, but entertaining. Much of Ed Wood/Ann Gora (one of his pseudonym, Ann Gora - Angora, get it?) buffoonery is blames on his lack of money. But it doesn't take millions to see that his dialogue was foolish.
"One things for sure, Inspector Clay's dead. MURDERED. And someone's responsible!" "Visits, why that would indicate visitors." "Pull da strink!"
After all, movies are meant to entertain. Plan 9 is a very successful film.
