WHO? I think I am missing part of the conversation here... I'M NOT A MIND READER YOU KNOW!!! Are we talking about Superman? IF SO... In various media, Superman has used his heat vision to bore holes in his skin to take blood samples, and used his heat vision to "shave" his beard... Depending on where this particular tattoo is located... Superman may have "somehow" burned it on to his own skin... It's also possible he brought some Blue Kryptonite, or perhaps Gold Krytonite, with him... On Smallville, these were known to take away his powers and make him human... At that point his skin would not be "Impervious"... Sometimes Green Kryptonite would take away his powers too... But if it was too much, or he was around it for too long, that would kill him... So, he probably wouldn't use that... Someone other than Superman? Can't say... Since I don't know WHO we are talking about... Does this character have a weakness? Is he invulnerable to other things, such as magic? Try researching how those things would affect the character... Also, maybe this character had been tattooed, BEFORE he received superpowers...

Heh. Good point. I never really understood why they decided to cover this Aquaman in tattoos. It doesn't seem to have any cultural relevance, nor a badge of honor. You could say it's for art but then there are probably more artistic tattoos around. You could say it's to make Aquaman look more badass but I'm pretty sure Momoa already looks pretty badass on his own. I mean, it's not that it's bad, but you're going to spend a significant amount of time putting that on an actor, especially one who runs around topless a lot of times. Seems like it would be a waste of time unless it had some significance.

That’s a good superhero name, Impervious.
Impervius. Impervient. Imperva.
Actually, I can’t get over the fact that is has perv in it. Never mind.

He's not bulletproof He certainly appears to be in the movie. no he doesn't, he even gets stabbed and wounded at some point.
The Atlantian myth goes that those tattoos are only water-resistent paint jobs from the magic ink of an infamous deep-water squid that Aqua once fought; the squid was notorious for maliciously coloring pale jelly fish, which had be stopped. After his defeat Aqua spared the Squid's life and as a sign of gratitude he painted those mythological tattoos on him thereby giving Aqua his superpowers.
Or it's just a myth and the tattoo needle was made from the same alloy as the weapon that wounded Aqua?
So many possibilities...

He is stabbed with the special dagger. Bullets definitely bounce off him. If he had been to Atlantis at some point in his life then I could buy the fact he was tattooed by a needle made from the same material as the dagger. But he had never been to Atlantis. Are we supposed to believe Vulko is an experienced tattoo artist?? Furthermore, the tattoos are specific to the Polynesian culture, you know, the sort of tattoos you would get done at the local tattoo parlor and not by some infamous deep water squid.

You don't. Unless you can turn your power on and off. Of if you're Superman you use tiny amounts of Kryptonite. Or leave the solar system so our sun doesn't make you a demi god, get the tattoo, and then come back. Or you can get henna. Or use a Sharpie, only you'd have to retrace it all the time.
Or maybe there's an Atlantean method that they don't get into in Aquaman since who cares how he got those tattoos.

He had never been to Atlantis though. I said I'd get back to you after I saw it. So here goes...
His powers grew as he got older. In the scene when he's still young and training with Vulko on the beach you can see that his tattoo work (on his left fore arm) is only partly done. So, he got the tattoo work done the usual way before his powers fully kicked in.
Also Atlantean blades seemed to be able to pierce his skin so maybe Vulko brought some Atlantean tattoo equipment on one his visits. Maybe the tattoos were part of Vulkos training somehow. There's certainly precedent for that sort of thing amongst many native peoples the world over.
You have an answer. Whether you accept it or not is up to you.
Or we can go back to the previous response of "who cares?" It's nitpicking. After all, it doesn't ruin or change anything in the story.

Even you know how much of a stretch that is.
