... and the driver thinks they've been caught for whatever crime they've committed, but then the cop says "Your taillight isn't working" or something like that?

This happens so much it is a trope at this point. The funny thing about this is that I am trying to think of a movie and am drawing a blank right now.

Collateral springs to mind most.
Then you have Breakdown and A History of Violence, though I don't know if they were related to car problems. There are a couple of good ones from the TV show Fargo, like that, well ones in which the cop comes out of it worse than the person he's pulling over.

MAGNUM FORCE
although the lesser offense was just used as a distraction before blowing them away.

This happens so much it is a trope at this point. The funny thing about this is that I am trying to think of a movie and am drawing a blank right now. Every word you wrote happened to me too, which is partly why I started this thread. Dangit! I was about to say Liar Liar but you ask for too many specifics. If I didn't ask them, there would be more examples, and this thread would never end.

Threads should end eventually and give room for new threads.

Threads should end eventually and give room for new threads. Oh I get it. But this isn’t one of those never ending threads like the “Post an image from the last movie you watched” or “Post the title of a movie that starts with the last letter of the last movie” or something like that.

Psycho of course was my first thought, and speaking of Hitchcock, there's an episode of Alfred Hitchcock Presents that's entirely based around this premise. Hitchcock himself directed it. www.imdb.com/title/tt0508222/
