They are different interpretations. Kinda like Tobey Maguire and Andrew Garfield's take on Spider-Man.

Yeah. Quicksilver is a character that seems to traverse both X-Verse and MCU. In the comics he and Scarlet Witch first appeared in X-Men, but very few times after their debut. They were mainly an Avengers character, where most of their appearances were. I think as long as they were not or referred to as mutants, or no mention was made of their father being Magneto, MCU can use the characters in their universe.

I think instead they’re called “miracles” by Baron Strucker.

Yes and no. They’re the same character from the comics but in different cinematic universes.

In the movies no.
The legalities over what happened there were never made fully clear.
