At it's core it's a movie about how criminals interact with other criminals. It's well made and Avant Garde but sometimes I think people underestimate just how dangerous mobsters really are. In the film Vincent is a normal everyday guy with a job that involves him murdering people so that he can afford his drug addiction. Hence the big wad of cash he has at the dealer's apartment. Vincent and Jules go through the movie dressed like they work at a funeral home, everyone seems perfectly ok with these violent murderers around them. This is the nature of the sociopath. You see some sociopaths, not all but some, are very charming and able to make themselves to be liked. Just like the characters in Pulp Fiction, they're all very charming and "cool" but underneath the façade is pure evil, and death. By the way Jules can turn to God all he wants, he's still going to burn in hell for the men he killed.

I think the movie adopts a rather indifferent approach as to the morality of these characters...I don't think it is trying to mask their evil with how cool/interesting the characters appear. It's more about the absurdist situations they find themselves in.
And at the end of the movie Jules btw turns away from killing. Where exactly that is going to lead him remains unknown, but I don't think his eternal fate is as set in stone as you might suspect.

Assuming we are talking about real world stuff...
I don't think most people think mobsters are cool in reality as they are basically evil people. but many enjoy watching those kinds of movies and I think this makes some people think people think real world mobsters are better than they actually are but it should be pretty obvious anyone who's killing people (and the like) are evil even though there are varying degree's of depravity etc.
but lets just say Jules was a real person for a moment... yeah, his chances of going to hell seem pretty high. but even evil people can repent and change their ways before it's too late (because say Person A shoots Person B and Person B dies, Person A is not guaranteed to end up in hell for certainty even though, obviously, their chances of ending up in hell dramatically increase especially if they persist in their evil ways etc. I am sure you get the gist of it.). although, in my personal opinion... once someone goes beyond a certain point (like once they become more hardened in their evil ways) their chances of turning back to God greatly decline. but even murderers can potentially repent and reach Heaven, although I suspect most (if not the vast vast majority) do not once they become hardened in their evil ways.
p.s. but since I am Catholic... that means I believe in Heaven/Purgatory(temporary state(suffering) before eventually reaching Heaven)/Hell and even say God forgives a murderer (as the murderer repents and tries to avoid their evils ways etc), it's likely they will have a long time in Purgatory. because for every sin we(humans) commit, even once God forgives you (which, in short, any mortal sins generally require confession as confession is the ordinary means God forgives mortal sin(serious sin)), there is still temporal punishment due for those sins which can be paid by suffering in this life or sacrifices for others etc etc or if that debt is not fully paid in this life, which in my opinion, assuming one does not end up in hell, your likely going to be in Purgatory for at least some time as I suspect very few people go straight to Heaven simply because the vast majority are simply not pure enough. but in short... as long as someone does not end up in hell, your guaranteed Heaven eventually.
