I know absolutely nothing about R. Kelly except that there was a TV expose about him apparently and some "survivors" had a few accusations which led to the Philadelphia City Council banning him from ever setting foot in the city. I don't tend to pay attention to accusations and knowing nothing about R. Kelly, I will say nothing about him. But I don't mind saying this is the stupidest thing I have heard in a long, long time. I just hope the City Council of Philadelphia will ban every criminal in the world from ever setting foot in the city, which would probably leave Philadelphia completely uninhabited.

Can a city council actually ban people from their city? That seems like something you shouldn't be able to do.

The Privileges and Immunities Clause (U.S. Constitution, Article IV, Section 2, Clause 1, also known as the Comity Clause) prevents a state from treating citizens of other states in a discriminatory manner. Additionally, a right of interstate travel may plausibly be inferred from the clause.
Basically, the ability to travel from state to state is a Constitutionally protected right. Don't think Philly can ban him from setting foot in the city....
