1. is a comedy 2. is either a slapstick or crazy comedy or rom com, simply put, devoid of drama or too serious subplots 3. was made under 7 million, but ideally even less 4. made more than its budget in the cinemas 5. is no more than 10 but ideally 5 years old 6. is about young people mostly. so for example the movie> Book Club wouldn't work, even though it fulfill all the other columns 7. is not overly socially minded, like I Simon, which would have otherwise be perfect. looking for a simple comedy not trying to tackle any big social topics like race or sexual orientation etc.
examples I found so far:
The Duff, or Ingrid Goes West or Safety Not Guaranteed.
need a few more though. I am sure they are out there I just didnt stumble across. they can be from any country.

I haven't seen it, but The To-Do List sounds like something you might like.
And it's more of a dramedy, but Eighth Grade is really damn good.

Splinterheads (2009) checks all of those I think. I don't know what its budget was. (IMDb sucks so much now)
I found it years ago, used for 2.99 at FYE/Suncoast and blind bought, never heard of it before then. It's only ok.
Another that possibly checks all those boxes except for how old it is is Dummy (2003). I love this one, very funny with weird/slightly black humor. Adam Brody, Milla Jovovich and Illeana Douglas and Vera Farmiga are in it.
