WWE needs to stop thinking in terms of babyface/heel. There's no point to the distinction anymore. Heels are cheered and babyfaces are booed. Instead, they need to push Reigns as an unstoppable monster. He needs to become the new Lesnar. And if the plan is to have Reigns beat Lesnar at next year's Mania, then put Heyman in his corner. Make Heyman the mouthpiece of the NEW face of the WWE: Roman Reigns.
I'd give Roman Reigns an undefeated streak that last for a few years. The crowd is gonna boo him no matter what, so you might as well run with this unstoppable monster gimmick. And I'd keep him off the mic. Not because he's bad, but just because he just doesn't care to talk. He's there to kick ass and destroy.

Except they have been trying every thing with the lame insanely boring guy and nothing works since he left the shield. Since vince has a hard on for the guy they should run with the angle an appeals to vince and the other handful of people that get all tingly for the walking soma pill. Anytime I question reigns fans why they like the guy (because I honestly don't get the appeal) they always say they love his look. Not that he's good in the ring or on the mic or puts on a good match. NOPE. They love his look.
Therefore it's obvious his fans are a bit "confused" about why they get so excited for roman. Put him in pink speedos or whatever look closeted dudes love and let him run with a modern day Gorgeous George gimmick. He would almost certainly still be boring as shit but at least his fans would get what they really want even if many of them deny it.

I actually like Roman. I don't care for most of the criticism lobbed at him. He's good in the ring. I don't blame him for the crappy promos they make him recite. Even the Rock couldn't make suffering succotash work.
The only real problem is the laziness in story telling, which again, isn't really Roman's fault. It's not his fault WWE didn't have him reinvent himself and his look like Rollins and Ambrose. It's not his fault they kept the same music for him.
WWE was trying to take a shortcut with him to make him a huge star. Fans caught on to that and rejected it. When WWE kept at it, they rejected Roman out right.

It's not affecting the business though (as far as I know). People are still showing up and reacting to him, which is exactly what Vince wants.
In my opinion, they gotta basically treat Roman Reigns like a full-time Brock Lensar. And that's why I'd suggest putting Heyman by his side at/after WM34. Beating Roman Reigns should be HARD. It should be a big deal. He's not an underdog fighting against the odds. He's the big dog who retired The Undertaker.
Don't portray him as a superhero (like they did with Cena). Just portray him as an ass-kicker who's there to do one thing. He doesn't cut long promos. He doesn't say much at all. He's there to intimidate. He's not a heel or a face. He's just himself (again, like Brock).
The problem in WWE right now is that they don't have any transcendent personalities like Austin or Rock. No one is catching fire. So no matter who WWE puts at the top, people are gonna rebel. That's the nature of a smark. They think they know better. They'd rather book the show themselves than just allow themselves to consume the entertainment. If I hated what WWE was doing, I wouldn't watch. People aren't walking out during Roman's matches. People are invested in him, whether they want to admit it or not.

Vince doesn't want any reaction. He wants the reaction he's trying to get from the audience. You could see he was visibly upset on Raw. That whole "any reaction is a good reaction" is just a smoke screen. But at the end of the day, what Vince really wants is for the audience to spend its money. And from what I've read about Roman's merchandise sales, that's exactly what they're doing.
That's pretty much what people loved about him when he was in The Shield. He was the silent bruiser. Unfortunately, WWE tried to turn him into Cena 2.0.
I gotta disagree with that. There are several guys that the people were pulling for. Cesaro, Ziggler, and most recently, Daniel Bryan and AJ Styles. These are not guys they'd turn on. Heck, CM Punk is another good example. Even as a heel, fans didn't want to rebel against him.
That's definitely the fault of the writers. The personalities that have transcended in the past were the ones who were allowed to inject their personality into the promos. Most guys don't have that freedom anymore. There's a script, and it must be followed verbatim. This is why there just isn't as huge a variety with most promo as there used to be.
