IMO Jake "The Snake" Roberts would've been perfect the thought of seeing him feud with Kane. Big Show. Triple H. Mick Foley. Rock. etc is real enticing most folks watching WWF/WWE wanted Jake to be revealed as the Greater Power of Undertakers Ministry

Had Jake not been a mess around that time him as the higher power would have been fucking epic. Even if it was just mostly as a mouth piece. Vince was the biggest let down possibly in storyline history. Right there with Rikishi running down Austin.
An obvious name would be CM Punk. Bray Wyatt could have been awesome in the Ministry. Kevin Owens too would have been good. He has the mic skills and character work to hang in there. Plus his indy stuff as Kevin Steen portrayed him as a ruthless aggressor. He could have thrived in that era as well.

im actually glad that Jake wasn't part of the attitude era! they would've probably ruined him just like they ruined Bulldog (giving him jeans and making him leader of the mean street posse)

I could see wrestlers like Randy Orton, Dean Ambrose, and Samoa Joe all having big matches with the likes of Ken Shamrock, Big Boss Man, Tazz, Steve Blackman, Mick Foley, The Rock, and Stone Cold. Then there's wrestlers like Nakamura who probably would've done well with wrestlers like Eddie Guerrero, Chris Jericho, Kurt Angle, Val Venis, and Goldust, while tag teams like the New Day probably would've had their biggest matches with Too Cool and DX.
The "divas" all would've benefited greatly off of the Attitude Era, since there was no "Women's Revolution". The Bella twins, Lana, Carmella, and Mandy Rose would be even bigger than they are right now for eye candy purposes, and aside from having female bouts with each other or with women like Sable, Trish, Lita, Terri Runnels, Debra, and possibly Stephanie McMahon, I could also forsee all of them engaging with some of the ladies men at the time like Vince McMahon, Val Venis, The Godfather, Mark Henry, Jerry the "King" Lawler, and even Shawn Michaels(on and off screen in fact). The divas also probably would've been a hot commodity among tag teams like DX(especially Carmella), Too Cool(see DX), The Dudley Boyz, The Brood(this would've fit Paige well), and even Kai-en-Tai who probably would've had Asuka as their prized possession.

Since the Attitude Era: obvious answer is Cena. The argument against him is that he couldn't get over 20 years ago cutting the "you're a poopy" promos. But he didn't get over cutting those shit house promos, he got over cutting awesome promos every week on SD. He wouldn't have gotten the super push he got in the mid 00s, but he had the promo skills and the charisma to do quite well for himself in the AE.
I think Brock: a monster looking guy with a mat backgroundand with Paul E or someone similar as a moouthpuece would work in just about any era if you used him the right way.
