(I put Austin over the Rock because Steve saved the WWF when WCW and N.W.O was winning. The Rock only got to be where he was because Austin saved the WWF first.

Andre the Giant... remains the most significant draw of their time, ever.
Ric Flair... easily the greatest showman + wrestler combo.
Hulk Hogan... the Babe Ruth of professional wrestling.
Steve Austin... headlined the greatest apex of the industry.
I so wanted to put The Undertaker, alas he's never really even headlined a single calendar year yes? HM's: Vince K. McMahon, Shawn Michaels, & Bruno Sammartino

If I were to re-do mine because I've actually thought about this more so since than. I'd put up 4 people that represent the 4 biggest things about pro wrestling imo. In ring ability, Promo's, Draw power, Transcendence. I do this otherwise I'd just be picking a bunch of the guys that are similar. Each one imo needs to be the best at one of these scenarios.
In ring ability: Shawn Michaels - I understand those that would pick Ric Flair. However HBK was my generation and what I saw of Flair never lived up to the billing he got. Shawn was beyond the best in ring performer I ever saw. Plus I think Michaels inspired a whole generation to get into wrestling as a "smaller guy".
Promos: Macho Man Randy Savage - Part of me wants to say Jake Roberts but Savage just had something more to him and far more memorable promo's. Like Flair, I could understand those that would pick Dusty Rhodes but again, Savage is more my time and I only know 1 Rhodes promo while knowing multiple Savage ones. I also think Savage influenced a ton of wrestlers to follow him as well.
Draw Power: Stone Cold Steve Austin - This could EASILY be Hulk Hogan. However I think Austin had the biggest boom period in pro wrestling so I think that amounts to something. Much like the two above I think this is a generational choice so I understand going with Hogan here.
Transcendence: The Rock - This one honestly isn't close. The Rock is the only one who has completely transcended the business into a giant A List movie stars. Guys like Hogan and Cena have done movies here and there but nobody has reached what The Rock has done.

The Undertaker will win over the likes of Hogan and Austin by a big margin. May be only the Rock may stand against his fame.

Anyone listing multiple people from the same promotion and time period does not get what Rushmore represents, this isn't a who is best thing, it's about the legacy of wrestling, who represents the birth, growth, development and preservation of the industry, I mean you can switch guys out if you want, Hackenschmit with Frank Gotch for example, or sub in someone from someplace else like Rikidozan for Thesz or Sammartino, or Flair, Inoki or Baba for Hogan for instance but it's not about who were the best wrestlers when you became a fan or some other silliness.
On the promoter side you can throw in people like Toots Mondt, the McMahons, Gagne, the Crockets or Jarretts even, again the likes of Rikidozan, Baba or Inoki.

Hogan. For popularity and name recognition alone, nobody came close to him at a time when the pro wrestling industry saw it’s greatest increase in popularity.
Flair. Best heel of all time, hands down. Best wrestler in NWA/WCW. Countless great matches. Probably the #1 all time choice among more adult audiences.
The Rock. IMO the best mic skills in the history of pro wrestling. It was between him and Austin as the brightest star of the Attitude Era. While Austin may have peaked earlier, I think Rock was simply more charismatic and will probably be more well remembered by future generations.
HBK. I don’t think anybody has had more 5 star matches than him. Could have great matches against a very wide variety of opponents. Also great natural charisma, and could appeal to a female audience.
